Sylvia Mansour, MD

Retired

Dr. Sylvia Mansour has been practicing pediatrics in the South Bay for the past thirty-seven years, providing compassionate care to countless children and their families.

Dr. Mansour’s philosophy centers on forming a partnership with the parents, knowing that they are the best advocates for their child. She listens to their concerns and guides them with kindness and respect. She also believes in talking directly with children, enabling them to become stewards of their own health. It is a point of special pride for Dr. Mansour that many of those young patients have grown up and returned to her practice with their own children.

Dr. Mansour is Board Certified in Pediatrics. She received her Bachelor’s Degree from UCLA and her Medical Degree from Northwestern University in Chicago. She completed her pediatric residency at Children’s Hospital of Los Angeles. Her training prepared her to treat serious diseases in both hospitalized and ambulatory patients. She always strives to find the best specialists to whom to refer her patients for their specific condition.

When not attending to her patients, Dr. Mansour loves to spend time with her husband, her three sons, their wives, and especially her six grandchildren. She enjoys working in her garden, where she lovingly tends to her flowers, vegetables and fruits. She uses her home-grown produce to cook for family and friends.

Kim Ramirez-Chan, MD, MPH

Dr. Kim Ramirez-Chan is a board-certified pediatrician who sees children of all age groups, from newborns to adolescents. She's a strong advocate for breastfeeding and maximizing ways to foster a child's development. She treats patients as a whole person, focusing not only on the physical aspect, but also the emotional well-being. Over her career, she's found that the best patient care involves working together with families on decision-making and always trusting a parent’s instinct. As a mom herself, she loves sharing the ebbs and flows of parenthood, especially with first-time parent families.

Dr. Chan is a Southern California native who was born and raised in the South Bay (alumna of Torrance High School—Go Tartars!). She attended UC Irvine where she double majored in Biological Sciences and Psychology. She then received her Medical Degree from UC Irvine School of Medicine. Her interest in the social determinants of health also led her to obtain a Master of Public Health. She completed her pediatric residency at UC Irvine/Children’s Hospital of Orange County, where she was awarded a Chiefs’ Resident Award for Excellence in Patient Care. She’s written articles for L.A. Parent and KevinMD.

Along with medicine, running is one of Dr. Chan’s passions. From being an NCAA Division I scholarship athlete (see Alumni Spotlight here) to a post-collegiate Nike-sponsored runner, she’s become a strong advocate for healthy eating and physical fitness. During her free time, she enjoys running and spending time with her husband (also a pediatrician and runner), her son, Kip, and her daughter, Mira.

 

Jillian Rabago Rosen, MD

Dr. Rabago Rosen is a board certified pediatrician who enjoys seeing patients of all ages and approaches each patient as a unique individual. She is patient, caring and aims to include the family in making treatment plans for each child. She is a toddler mom and enjoys connecting with other caregivers about parenting. Dr. Rosen grew up in Southern California, then went back east for a Bachelors of Science degree in Biology with a minor in music at Boston College. She then received a Masters of Science in Biomedical Sciences at Tufts University, School of Medicine. Her medical degree is from Albany Medical College, where she met her husband, now an OB/GYN in the South Bay. Next, she underwent residency training at the University of Illinois, Chicago, where she fell in love with outpatient general pediatrics.

When not seeing patients, Dr. Rosen is typically out and about with her son, Isaac. She enjoys walking, jogging, dancing, traveling, doing yoga and hanging out at the beach. She loves spending time with her son, husband, family and friends. Dr. Rosen also loves to eat and try different foods, but is not known for her cooking.

 

Elsa Otero, MD

Dr. Elsa Otero-Salazar is a Board Certified pediatrician with over 16 years of experience who is comfortable seeing pediatric patients of all ages. She believes families and their doctors should work as a unit to ensure each child’s physical, developmental , and emotional wellbeing. As the mother of 2 boys, 11 and 14, she understands all the challenges families go through with the ins and outs of daily life, from the newborn period, the toddler years, the preschool and elementary school years, the tween and now teenage years, and how hard it can be to manage issues inherent with each stage, which can be magnified when there are other additional physical or emotional diagnoses involved. She is a great advocate of early intervention, having lived through the challenges of developmental/speech delays, therapies, and IEP’s with her own child, but knows there is always a light at the end of the tunnel and that children can thrive with early diagnosis and appropriate interventions, as her son has.

Dr. Otero was born and raised in South America, where she attended an American school in Bogota, Colombia. She is completely fluent in both English and Spanish, and is learning ASL. She attended medical school at Pontificia Universidad Javeriana in Bogota. She did a year of clinical research in pediatric endocrinology at Harbor UCLA, then completed her pediatric residency at White Memorial Medical Center in Los Angeles, where she was Chief Resident. She has experience in both outpatient pediatrics, as well as inpatient pediatrics. For many years she worked part time as a hospitalist seeing both pediatric ward and newborn nursery patients at White Memorial Medical Center, then transitioned to only newborn nursery until recently.

In her free time, Dr. Otero enjoys trying her hand in all kinds of arts and crafts, from wreath making to creating all kinds of projects with her Cricut and likes trying new crafts. She has been very active in her sons’ schools, serving in multiple committees, and is currently the President of the PTA in her youngest’s elementary school. She also likes photography, especially the amazing Southern California sunsets, gardening, (she has a pandemic herb garden, veggies, and multiple fruit trees at home), dancing, reading, as well as traveling and watching movies and series with her husband and 2 boys.

Debbie, Front Office Manager

Debbie has been professionally managing the front office for our practice for twenty-seven years. Debbie answers our phone calls, makes appointments and takes messages for the doctors. She attends to all patient requests efficiently. Our parents often tell us that they are comforted when Debbie’s kind voice answers the phone, knowing that she will take care of their concerns. Debbie also handles all our billing. She is an expert in dealing with insurance companies, and helps our patients resolve their billing problems.

Rosie, Back Office Manager

Rosie has been taking care of all our back office responsibilities for eighteen years. Rosie prepares all patients for the doctors by accurately collecting all necessary data for the complete physical exams, and she administers all vaccines. She takes a short history on all sick patients and alerts the doctors to any urgent problems. The parents all appreciate Rosie’s professional and kind demeanor. Our little patients, after they stop fearing the “shots,” love “Nurse Rosie,” and greet her with big smiles. Our older patients equally appreciate her.
